From the French Ministry of Foreign Affairs
“Decisions by the Embassy of France in Hanoi or Consulate-General in HCMC. The decisive prior step is convention validation by administration-etrangers-en-france.interieur.gouv.fr — host-side responsibility; 30-day administrative window (15 days for EU cooperation programme / intergovernmental scheme); silence = refusal (F17312). VLS-T (temporaire) — does NOT require ANEF validation on arrival. No OFII tax due on arrival. Distinct from VLS-TS (valant titre de séjour) which requires ANEF validation within 3 months. EES does NOT apply.”
What you need
