From Auswärtiges Amt

“The visa decision is made by the German consular post in Vietnam. For quota-allocated visas, the Federal Employment Agency's consent is coordinated through the quota system; a Vorabzustimmung materially shortens processing. The consular post assesses return-readiness based on the ties-to-home-country evidence submitted. Incomplete applications can prolong processing or lead to a refusal.”
