Talent passport — Innovative economic project (Porteur de projet, parcours projet économique innovant)

This Talent Passport category is for foreign founders whose innovative project has been formally recognised by the French Ministry of Economy — typically through Business France's French Tech Visa programme or an equivalent state-endorsed label. You need the ministry's recognition decision and personal resources at least equal to the French minimum wage (€21,876.40 gross annually). Unlike the standard business-creator category, there is no €30,000 project-financing threshold and no diploma or experience test. The recognition itself is the qualifying gate. The visa grants up to four years of residence without a separate work permit.

What you need

  • Per F16922 (2 cumulative conditions): (1) **Innovative economic project recognised by the Ministry of Economy** (typically via Business France French Tech Visa, French Tech Tremplin, or another state-recognised innovation recognition); (2) **Personal resources ≥ SMIC** full-time annual gross = €21,876.40. Documents: Cerfa 15614-02, identity, **ministry recognition decision** (the qualifying instrument), business plan / project description, personal-resources proof.
