Recognition of foreign professional qualification

National (long-stay) visa for taking up an adaptation measure or knowledge test in Germany to recognise a vocational qualification obtained abroad (residence title under § 16d of the Residence Act) — or for entry to take up employment after full recognition has been granted. Different documents apply to the two paths: with a partial-recognition decision, evidence of the adaptation measure and of livelihood is required; with full recognition, the recognition certificate and an employment contract are required. Both paths require German skills at CEFR A2 minimum.

What you need

  • Different documents apply to each recognition path. Entry with partial-recognition decision: the partial-recognition decision (Teilanerkennungsbescheid) from the responsible state authority; a registration confirmation from the provider for the adaptation measure or knowledge test; the Vietnamese final degree certificate; a tabular CV; medical insurance; livelihood proof (at least 1,021 EUR gross or 938 EUR net per month, where applicable via a blocked account); and A2 German language proof. Entry with full recognition: the recognition certificate (Anerkennungsurkunde); an employment contract with task description; A2 language proof; and medical insurance. A Vorabzustimmung under the accelerated skilled-worker procedure (§ 81a) is optional in both paths and shortens processing.

Application and identity

  • Application form for national visas, completely filled out and signed by the applicant (online application form „VIDEX") *

Recognition path

a) With partial-recognition decision (adaptation measure or knowledge test)

  • Partial-recognition decision (or full-recognition decision) from the responsible state authority, indicating the professional equivalence or the identified deficits with reference to the adaptation measures required to remedy them (adaptation course or knowledge test). Information on the recognition procedure is available on the German Federal Government's portal for the recognition of foreign professional qualifications (www.anerkennung-in-deutschland.de)
  • Registration confirmation from the provider for the adaptation course or knowledge test, with detailed information on the type and duration of the required adaptation measure, referencing the deficits identified in the partial-recognition decision. The training plan of the institution must show who supervises the applicant and how the goal of remedying the deficits identified in the decision is to be achieved
  • Final degree certificate of the studies completed in Vietnam or the completed Vietnamese vocational training
  • Tabular CV
  • Proof of adequate medical insurance coverage during your stay, where it is not evident from the contracts that the employer / training institution will provide for it. In a dependent employment relationship, the employer's statutory insurance obligation generally applies. The insurance policies presented (if any) or the employment contract must clearly show that a work stay in Germany is also covered. If this is not clear, an additional confirmation from the health insurer must be submitted
  • Proof of secured livelihood. Generally via an employment contract and position description for the time before and after recognition. If no employment is taken up during the adaptation measure, alternatively: a blocked account (see Federal Foreign Office website) for the planned recognition-procedure period with a minimum disposable amount of 1,021 EUR gross or 938 EUR net per month
  • Proof of German language skills, at least at A2 level. As proof, a recognised certificate from an examination provider accredited under the standards of ALTE (Association of Language Testers in Europe) must be submitted. The following currently apply: a) Goethe-Institut e.V. certificates; b) telc GmbH certificates; c) Austrian Language Diploma (ÖSD) certificates; d) „TestDaF" from the TestDaF-Institut e.V. (institute of FernUniversität Hagen and Ruhr-Universität Bochum, exam level starts at B2 CEFR). The certificate must not be older than 12 months at the time of application. For modular exams, all module exams must be taken with the same examiner; taking different parts of the exam with different examiners is not sufficient
  • Proof of adequate medical insurance for entry, valid from your intended entry date and for at least three months

b) With full recognition

  • Recognition certificate (Anerkennungsurkunde) from the responsible state authority
  • Employment contract and position description for the time after recognition
  • Proof of German language skills, at least at A2 level
  • Proof of adequate medical insurance coverage (see above under „a) With partial-recognition decision")

  • (Optional) Vorabzustimmung from the Federal Employment Agency or the foreigners-authority (in the accelerated skilled-worker procedure under § 81a of the Residence Act)
