From UDI

“Visa decisions are made by the German consular officer. The processing time is up to 15 working days; incomplete applications cause delays or refusals. Strong ties to Vietnam (employment, family, property) materially help approval.”
— Federal Foreign Office of Germany · German diplomatic missions
